How to attach handmade permanent loc extensions to very short 4c hair!

Hair- 3+ packs of Milky Way (10″), 100% Afro kinky human hair (bulk) in colors 4 and 1b. I purchased the hair from elegant beauty supply in cutler bay,fl; the hair was $31.99/pack. I currently have 79 locs; I still have to finish the middle and back. I did not measure the thickness. The lengths vary… I plan to make an additional 20-30 locs.
